The objectives of this research were to create and define the success of developing, improve the potential of instructors and educational personnel by applying the Educational Supervision Clinique (ESC) in advising and instructing, follow and achieve learning of educational schools and to create and develop the professional learning community. The scopes of the study were 47 people in 9 schools. The research and the development focused on participatory action research (PAR) with 4phrase applying Educational Supervision Clinique (ESC). Tools used were learning kit to enhance achievement, recording practices: BAR, DAR &AAR, test of 0.84 reliability result and satisfaction questionnaire at 0.92 level. The results were schools offered projects for revolute learning for achieving learners under the Memorandum of Understanding (MOU) from all schools, teachers and administrators’ potentials results showed the practice effectiveness at 90.69 which was higher than expectation, the post-test effective index was higher than pretest at 0.7947 level which means students gain higher knowledge averagely at 79.47, the after learning mean was significantly higher than pre-learning at of 0.01. The statistical level and the retention from after 2-week training showed no differences statistical significance. The achievement and behavior of learners were improved. Students gained more experience in techniques, methods, and steps of progressing PLC and ESC, creating community Professional Learning Community by starting with teacher’s cooperation, educational institute administrators, educational administrator, supervisors, and university academic people, analyzing, defining objectives and indicators for achieving learning, planning and creating networks through schools, presenting fundamental learning design, examining the main principals of supervision in advising and instructing, improving participants in opening classroom and learning by doing and sharing and learning in the levels schools and community networks of achieving supervision learning.
