The two main conceptions of "public services" or "services of general interest" are subject,on the one hand, to the functional conception, which emphasizes the objectives, purposes, missionsor, obligations of public service; on the other hand, the organic conception, which assimilates thepublic service to the public entity . Thus, librarians only contribute to providing material, in the form ofcollections and online resources but also conferences, debates, exhibitions. For this, a climate ofcompetition is necessary, and the libraries as an economic actors must respect the rules of the law ofcompetition.
